Johns Hopkins Public Safety (JHPS), toinclude the Police Department, is seeking aHRManagerto be responsible for providing a wide range ofleadership, support, coaching and consulting. This position willwork in collaboration with the Human Resources Director (HRDirector) to develop and implement HR processes, procedures, andstrategies that are in alignment with the overall strategicdirection of the department.

This position assists the HR Director withthe delivery of HR services and programs to include, but notlimited to workforce planning, employee engagement, classificationand compensation administration, training and development,performance management, talent acquisition, HR analytics and dataanalysis, leave management, and diversity initiatives.

The Human Resources Manager (HR Manager),reports to the HR Director and works collaboratively and inconsultation with the HR Director and central and divisional humanresources, leveraging their knowledge and expertise. The HR Managerwill act as a close adviser to the HR Director. Promotes actionsthat maintain an environment that integrates diversity,differences, and fairness.

Specific Duties &Responsibilities

  • Works with HR Director to develop andcommunicate JHPS specific HR policies and procedures in alignmentwith the mission, vision and goals.
  • Will provide management and oversight of Sr.Coordinator and HR Coordinator to ensure the accurate preparation,approval, and correction process for all Internal Service Requests(ISR) for employees, in accordance with Johns Hopkins University(JHU)/JHPS policies and procedures.
  • Reviews and resolves payroll issues. Workswith Central HR, HRSS/ Payroll, Tax office on compensation problemand resolutions (short-term and long-term). Will oversee JohnsHopkins Police Department payroll processes.
  • Maintains an active up-to-date knowledge ofJHPS/JHU payroll practices and SAP procedures and educate otherswith payroll responsibilities.
  • Leads efforts to ensure fair and competitivecompensation practices within public safety by partnering with theCentral HR team, department leaders and University Compensation toconduct equity analysis, monitoring internal and externalcompetitiveness of salaries and assessing position classificationissues. Notifies HR Director of issues and works collaboratively toresolve issues.
  • Advise, coach, consult, and share best HRpractices with managers and employees on issues includingperformance, terminations, discrimination/harassment, diversity andinclusion, staff development, employee engagement, conflictresolution, change management, etc.
  • Supports the development and management ofthe JHPS onboarding process and orientation of newstaff/security/police officer hires, and provides resources andsupports onboarding.
  • In partnership with the HR Director, assistswith the hiring process of the Johns Hopkins Police Department, byconsulting with and supporting the Assistant Director of BackgroundInvestigations and Compliance; the Sr. Coordinator and centralrecruiting experts to ensure responsiveness to applicants/hiringrequirements of the Maryland Police and Correctional TrainingCommission/Code of Maryland Annotated Regulations while still beingconsistent with university-wide practice/policies.
  • Assists the HR Director with workforceplanning and routine position reviews by conducting reviews andmaking recommendations for classifications and organizationalstructures for the department that meet the current and futureneeds of the department.
  • Partners with central HR team to develop anddeliver specialized trainings for JHPS.
  • Consults with HR Director and Central HR asdirected, on a broad range of issues including employee relations,performance management, HR policies and procedures, compensation,benefits, organizational development and structure, staffdevelopment, and succession planning.
  • Works with the JHPS HR team to effectivelyresolve a wide range of workplace issues, effectively assess thesituation and recommend appropriate resolution according topolicies and practices.
  • Serves on various university human resourcescommittees and task forces as requested and recommend new policiesand modifications to current human resources policies, procedures,and programs.
  • Adopts university-wide human capitalanalytics practices and customize to review and share with HRDirector to enhance decision making.
  • Manages and/or supports projects focused onone or more areas of HR/Public Safety and may involve improvementsto existing program or processes or developing newinitiatives.
  • Supports university diversity and inclusionefforts to support and enhance the JHPS’s environment that values,welcomes, and respects all faculty, staff, students, community andtheir differences.
  • Provides an approachable environment fordiscussion and resolution of HR issues.
  • Generates and analyzes various HR reports totrack turnover, engagement, review salary equity, etc.

  • Requires demonstrated ability to initiate,develop, and implement a wide range of human resources programsindependently and in collaboration with other HRprofessionals.
  • Excellent consulting and negotiation skillsto provide appropriate counsel, advice, and work in partnershipwith management and staff on human resources matters, and conflictresolution.
  • Excellent oral and written communicationskills to promote and communicate human resources programs to thestaff.
  • Ability to build, develop and lead a team ofHR professionals to deliver outstanding customer service. Strongteam building skills highly desirable.
  • Distinct ability to partner and workcollaboratively with others both within and outside of HumanResources.
  • Ability to respect the confidentiality ofsensitive information.
  • Creativity and resourcefulness to handlevarious human resources issues and concernseffectively.
  • Demonstrated organizational development andchange management skills, highly capable of working with differentleadership styles, diverse and/or complex organizational issues andstructures.
  • Must demonstrate a high level of competencyand mastery in effective management resolution of employee andlabor relations issues.
  • Possess in-depth knowledge, mastery andskill in two or more primary human resources functions: employmentand recruitment, compensation, payroll, organizational design anddevelopment, employee training and education.
  • In-depth knowledge of federal, state, andlocal laws and regulations in human resources.
  • Working knowledge of emerging trends andpractices in human resources.
  • Ability to work with and use current HRinformation technology, SAP and SuccessFactors experience stronglypreferred.
  • Proficient use of the Microsoftsuite.

Minimum Qualifications

  • Bachelor's Degree in Human Resources,Business Administration, or other related field.
  • Five (5) years progressively responsiblehuman resources management experience including employee relationsexperience, preferably in a University setting.

Additional education may substitute forrequired experience and additional related experience maysubstitute for required education, to the extent permitted by theJHU equivalency formula.

Preferred Qualifications

  • Prior Human Resources Generalist withSupervisory experience highly desired.
  • Master’s degree in HumanResources.
  • Ability to work with and use current HRinformation technology, SAP and SuccessFactors experience stronglypreferred.
